Planting Billions of Trees to Fight Climate Change

As climate impacts accelerate—from record-breaking heatwaves to intensifying floods and accelerating biodiversity loss—countries and communities around the world are turning to one of humanity’s oldest climate allies: trees. Reforestation and afforestation initiatives have expanded rapidly over the past decade, with governments and corporations pledging to plant billions of trees to absorb carbon dioxide, restore ecosystems, and increase resilience to climate change. While the ambition is unprecedented, scientists increasingly stress that success depends not on the number of trees planted, but on long-term survival, ecological suitability, and protection of existing forests.

Why Trees Matter in the Climate Fight

Forests play a critical role in regulating the global climate, absorbing roughly one-third of annual carbon dioxide emissions produced by human activities. Beyond carbon storage, forests stabilise soils, regulate water cycles, reduce flood risks, and provide habitat for more than 80% of terrestrial biodiversity. In both rural and urban settings, trees cool temperatures, improve air quality, and support human health and wellbeing.

Despite these benefits, the world continues to lose forests at alarming rates. Approximately 10 million hectares of forest are lost each year, largely driven by agricultural expansion, logging, mining, and infrastructure development. This ongoing deforestation threatens climate targets and undermines global biodiversity commitments, making reforestation and forest restoration an urgent priority rather than a long-term aspiration.

The UK’s Reforestation Push: Scaling Up Woodland Cover

The United Kingdom has emerged as a notable example of how historically low-forest countries are attempting to reverse centuries of woodland loss. UK forest cover currently stands at approximately 13%, far below the European average. To align with net-zero climate commitments and biodiversity targets, the government aims to increase tree cover to 16.5% by 2050, supported by expanded woodland creation and restoration programmes.

The Northern Forest: Rebuilding a Lost Landscape

Launched in 2018, the Northern Forest is one of the UK’s most ambitious landscape-scale reforestation projects. The 25-year initiative aims to plant 50 million trees across the north of England, stretching from Liverpool to Hull. Rather than establishing a single continuous forest, the project focuses on enhancing woodlands, hedgerows, and urban green spaces across farmland, towns, and post-industrial areas.

Supporters argue the Northern Forest delivers multiple co-benefits beyond carbon sequestration. These include improved flood mitigation, restoration of wildlife corridors, enhanced soil quality, and increased access to nature for communities in some of the UK’s most densely populated regions. Early evidence suggests biodiversity gains where native species are prioritised, though long-term success depends on sustained funding and land-use protection.

The Western Forest: A New Chapter in UK Woodland Creation

Building on the Northern Forest model, the UK government has announced plans for the Western Forest, an initiative that aims to plant 20 million trees across the West of England by 2050. The project is designed to link urban centres with rural landscapes, river catchments, and existing woodlands, helping manage flood risk while restoring degraded land.

Importantly, the Western Forest places a stronger emphasis on native species diversity and climate-resilient woodland design. This reflects lessons learned from earlier afforestation programmes that relied heavily on monoculture plantations, which often provided limited biodiversity value and increased vulnerability to pests, disease, and drought.

Community Forests and Coronation Woods

Community involvement has become a central pillar of the UK’s reforestation strategy. Government funding now supports 15 Community Forests, enabling local authorities and residents to shape woodland creation in ways that reflect local ecological and social priorities. These projects often integrate recreation, education, and public access alongside climate and biodiversity objectives.

Alongside these efforts, Coronation Woods, a Forestry England initiative marking the coronation of King Charles III, focuses on creating new forests on public land. The programme reflects the King’s long-standing environmental advocacy and aims to demonstrate how state-owned land can contribute meaningfully to nature recovery and climate resilience.

Global Reforestation: Ambition on a Planetary Scale

The UK’s efforts are part of a much broader global movement to restore forest ecosystems. One of the most prominent international campaigns is the Trillion Trees initiative, which aims to conserve, restore, and grow one trillion trees worldwide by 2030. Supported by governments, NGOs, and corporations, the initiative emphasises forest protection alongside restoration.

However, scientists caution that tree planting cannot compensate for continued high emissions. Critics argue that some corporate-led pledges rely too heavily on future carbon offsets, risking delays in the immediate emissions reductions required to meet global climate goals.

Africa’s Great Green Wall

In Africa, the Great Green Wall represents one of the world’s most ambitious ecological restoration efforts. Stretching across the Sahel from Senegal to Djibouti, the initiative aims to restore 100 million hectares of degraded land, sequester 250 million tonnes of carbon, and create millions of green jobs by 2030.

While progress has varied between countries, successful projects have already improved soil fertility, increased crop yields, and strengthened resilience to drought. Crucially, many of these successes rely on agroforestry and sustainable land management rather than conventional tree plantations alone.

Challenges: When Tree Planting Goes Wrong

Despite widespread enthusiasm, reforestation is not without risks. Poorly designed projects can damage ecosystems, particularly when trees are planted in unsuitable environments such as grasslands or peatlands. In these cases, afforestation can reduce biodiversity and even release stored carbon rather than sequestering it.

Another major challenge is tree survival. Globally, large numbers of seedlings die within their first few years due to drought, disease, or lack of maintenance. Long-term monitoring and management are often underfunded, undermining the climate benefits of large-scale planting campaigns.

Beyond Numbers: Rethinking What Success Looks Like

Increasingly, experts argue that reforestation success should be measured not by how many trees are planted, but by ecosystem health decades later. Indicators such as species diversity, soil recovery, water availability, and wildlife return are emerging as more meaningful metrics than planting statistics alone.

In the UK, this shift is reflected in policies promoting “the right tree in the right place,” integrating woodland creation into broader land-use planning, climate adaptation, and nature recovery strategies rather than treating it as a standalone solution.

A Growing Consensus — With Conditions

Reforestation remains one of the most visible and publicly supported climate solutions, offering tangible benefits that resonate with communities and policymakers alike. From community woodlands in England to continental-scale restoration projects, trees have become a powerful symbol of climate action and ecological renewal.

Yet scientific consensus is clear: trees can support climate mitigation, but they cannot replace rapid emissions reductions or the protection of existing forests. As governments race to meet climate targets, the real challenge is ensuring that newly planted forests are ecologically sound, socially just, and resilient in a warming world.
